I rise in mixed emotions, because the gentleman from Massachusetts and the gentleman from Indiana I think have good points. I do not think it should be funded in this way. However, if we do not fund it, I feel that the military did not ask to go to Somalia. It did not ask to go to Haiti, but it has expenses. Historically, those expenses are passed on to DOD. We took a $50 billion cut in the 102d Congress, with an additional $127 billion in this administration. The President says no more cuts. I am in three different committees, and in every committee they are still trying to cut defense. Those cuts are putting us below a hollow force. I agree with the gentleman from Massachusetts that it should not be funded in this way. However, if we do not, the military, I know this House, will not get it in the future, and the military will take the heat.
