Is there any doubt that the committee has jurisdiction to look into improper activities under its broad jurisdiction--quoting the Governmental Affairs Committee jurisdiction--``to have the duty to study the efficiency, economy, and effectiveness of all agencies and departments of Government, which would include the Federal Elections Committee.'' My question of the Rules Committee chair is, is there any question about the jurisdiction of the Governmental Affairs Committee to investigate the propriety of campaign financing and fundraising? Is there some doubt about that?
