This was my first year serving on the subcommittee. And I thank Chairman Simpson and Ranking Member Kaptur for their leadership throughout this process, for the collaborative way they had worked with the members of the subcommittee on this bill. I support the increases in the bill for the important investigations and construction accounts of the Army Corps of Engineers, which are increasingly important for dealing with the effects of climate change and have been underfunded for too long. I hope we can fully address the Corps' budgetary needs as this bill moves forward. I am pleased that the bill includes language I sought to help us increase access to solar and other renewable energy sources for low- income families. This inclusiveness is critically important if we are going to transform to a 21st century energy economy that benefits all Americans. I also appreciate the inclusion language supporting development of new photonics technologies to enable exascale computing breakthroughs. Funding DOE's Workforce Development for Teachers and Scientists program at the President's request level is essential for programs to develop K-12 STEM educators, including the Albert Einstein Distinguished Educator Fellowship, now in its 25th year.…
