Just off my time, I will comment about the FBI. You may call them illegal status, but in the Asian-American community they have made some arrests at work, at home, and held people in jail without due process and then after a few months they drop the charges.

if we want to anticipate astronauts coming back and not watching them burn up on reentry, then we have to take care of that regardless of what kind of funding mechanism we have.
