A point of order has been raised because there is no offset. And I agree there is no offset. But I make the point that we have such a critical need for jobs and investment in our infrastructure and this economy that we should not stop this from going forward simply because of the offset. We can afford to fund investment in this country. That's my opposition to the point of order. The CHAIR. Does any other Member wish to be heard on the point of order?
