I am appalled at the disrespect that is being shown to the gentlewoman from the District of Columbia (Ms. Norton). It is an unwritten rule in this body to allow the leadership of the district to go to that person who represents that district. Not only is she being disrespected, but after she gives us the facts and the figures, then we have Members on the other side get up and talk about she is wrong and give other facts and figures. I am appalled at what you are doing, and I do not think for one minute that you care more about this district than the gentlewoman from the District of Columbia. And let me say this, the gentlewoman is smarter than the gentleman from Texas (Mr. Armey), than the gentleman from Virginia (Mr. Moran) and all the rest of them put together. How dare you question her ability to lead this District? Madam Speaker, everybody knows this has been a political ploy. Not only do we not believe you care more about these children than the gentlewoman from the District of Columbia, we do not believe that, but do you expect to buy their education on the cheap? We heard what education costs in all of these districts and the surrounding ones. But you want to come with a mere $3,200 a year for 3 percent of the students and then say that the $7 million will not take away from the other students in the district. It is outrageous.
