Madam Chair, more than 2 months after the military campaign in Libya began, it's time to start defining its parameters and its limitations. Most importantly, we must provide assurance that this will not mushroom into a full blown ground war and military occupation. That's why I am proud to cosponsor the amendment offered by my friend from Michigan. Are two wars not enough? We can't keep doing this. Our military is at a breaking point. The American people's patience is wearing thin. No more wars, no boots on the ground in Libya, and as much as we can do to take care of our business here at home.”
