First, this would have been part of the debate in the committee had I not been asked not to bring it up in committee but to bring it as an amendment to the floor, and I was asked by the majority party to do that. So please be clear, this is not something I did not want to bring to the committee. Second of all, when my colleague talks about the funding being arbitrary, our decision on this funding came from the same place that our whole committee's decision to double the funding for NSF came from. We do not know how much money we need. We know we need more, and I know with my amendment we need something. So I want to get started and the public wants to get started so that we can scientifically decide what is good and what is not good.
