every time the gentleman brings up campaign finance reform, I see the shelf, and if the leaders of this House will not move towards the other body's federalizing of aviation security, we are going to take aviation security and shelve it. So there will be campaign finance reform on the shelf, there will be aviation security on the shelf, there will be HMO reform on the shelf. It is all because of campaign finance reform. The gentleman is so absolutely right. We have to remind everybody that last week the aviation security bill only passed out of the House with four additional votes on the passing side. That is not a mandate from anybody. So it needs to go back to ground zero and be rethought.
