That is the case. That is not fair to the children of Wisconsin. Let us vote against this bill. Let us take time to shed light on the Wisconsin plan. Let us be sure that the children of Wisconsin have a chance to grow into healthy, responsible adults. Therefore, I urge my colleagues to support the Obey substitute.
