How do you explain the Congressional Budget Office report which clearly shows the recession was a major factor in this increased welfare case load since 1989? I don't need a report to tell me that, because I know from personal experience. I look around my district and I see some of the same things. How do you explain that report, and not put that down to the economy as why welfare is growing?
