Well, I have a comment. When our colleague, Mr. Pallone, talked about small one-room school houses, those schools were homogeneous. Everybody in that class looked the same, came from the same kind of background and environment. Now we are talking about classrooms with as many as 17 different languages in one classroom. Tell me that these young children do not need one-on-one attention from their instructor.
