Mr. Administrator, the administration's budget request for transportation security officer staffing would accommodate a passenger growth rate of 2.5 percent. But it estimates that the actual passenger growth rate is expected to be 4.5 percent. Why is there a mismatch? And wouldn't that result in an expansion of wait times at checkpoints?
