“I am pleased to join my freshman colleagues in this important discussion of welfare reform and to outline the framework we feel is crucial to creating positive and lasting reform. Our discussion is based on the premise that human dignity, responsibility, and respect are the cornerstones of the American tradition. We believe that any reform debate must recognize that all people have basic human and civil rights. All measures for reform must flow directly from these principles. To accomplish this goal, the task force pursues a comprehensive strategy which includes health coverage and child care programs.”
