I believe we do have a contract with people who have signed up for Social Security. As a matter of fact, I do not remember when it was, but about 10 years ago, when I introduced a balanced budget amendment, I had an exemption for Social Security. I finally withdrew that for two reasons. First, I believed that we better protect Social Security by not having it in, and I will explain that in a few moments. Second, we have a contract with a lot of other people, too. And if you put in this exemption for those on Social Security, what about Federal employees? What about veterans? What about railroad employees? What about other trust funds we have set up where we have a contract--for aviation, for highways, for other things?
