Overreliance on cost-benefit analysis could make things worse for business, workers, and the environment. I think we ought to be going back to the bill by our colleague from Delaware, Senator Roth. I think that has balance. I think this bill does not have balance. This bill is going to end up in endless litigation. I know my colleague from Louisiana is sincere, as is the majority leader.
