Just for 1 minute. I thank my colleague, and if this passes, if the balanced budget amendment passes--and I believe it will--then I think we have to at that point let State and local governments know, let everyone know what kind of a glidepath we are on. I do not think we need to do that prior to passage. I think that compounds the problems of passage--very candidly.
