“It was an excellent statement and if I could respond to the question my colleague from Louisiana asked earlier about implementation language, he mentioned the 14th amendment. This amendment has two other things I think are of interest. No. 1, section 6 says, ``Congress shall enforce--'' and, No. 2, ``The history of State governments.'' Mr. President, 48 of the 50 States have some similar provision--not identical but somewhat similar. There simply has not been a history of litigation in State courts. I was just looking at Colorado the other day. In the history of Colorado, there has not been a single court case on this. I yield the floor.”
