If the Senate should say the heck with the Constitution, we are not going to pay any attention to this--and I cannot conceive of our doing that--then it is possible in some way the courts will get involved. But it is interesting in that last time, if I may just finish here, we had one of our colleagues who attacked us on the same basis, and then very reluctantly--and I think I speak for Senator Hatch on this, too--we accepted the Danforth amendment which was more precise on this about the courts not being involved, and then the same Senator got up and said I have a constitutional amendment that is meaningless. If my colleague from Louisiana will assure me that he will vote for the amendment if he gets those words in there that he would like, I am willing to take a look at it.
