I agree with everything the Senator from Georgia had to say. I reach a different conclusion. And I may be the only one voting against this. Tom Friedman of the New York Times had a column recently in which he said, ``France acts like a great power but does not have the resources. The United States has the resources but does not act like a great power.'' We cannot have effective foreign policy if Congress micromanages it. The Senator from Georgia asks a series of questions. I think there is one other question. Does it help peace in Bosnia to adopt this resolution? I think it unnecessarily raises questions, and I am going to vote against the amendment.
