We passed a law that among other things prohibited Members of Congress from writing recommendations. If you have a member of your staff who wants to get a civil service job, it is against the law for you to write a letter of recommendation. If we see a page here doing a great job, we cannot write a letter of recommendation. This simply permits us to do that, and I hope it could be disposed of without great debate.
