I just want to take 5 minutes to respond briefly to my colleague from Louisiana, for whom I have great respect. As a matter of fact, I have cited Senator Johnston as an example of why term limits are a mistake, even though he has decided that he is going to leave this body. Just very briefly. On the question of the courts imposing taxes, there has only been one example of that in our history and that is the Jenkins case in Kansas City. That was because Congress was silent. On this, we say Congress shall implement, and we will spell that out. We will make clear this is not the jurisdiction of the courts.
