One other great advantage of the WPA-type of program that I will offer in this amendment is we do not restrict it to one person in a household. One of the things that we have done through our welfare policies is discourage families from sticking together. If you can have two people earning an income on a WPA-type of project, then, frankly, they would have a chance of not living in luxury, but there would be the economic incentive for families to stick together rather than families to separate. I certainly am going to support the amendment offered by Senator Daschle and Senator Moynihan. I hope we do not do real harm to this country in the name of welfare reform. Everything that is under a label 'welfare reform' is not real good for this country. We have to recognize that.
