“I strongly support and am pleased to cosponsor this amendment. It is right in theory. It is in line particularly with the Court decision that was made the other day about guns in school. I happen to disagree with that Court decision, but that is the law of the land. But it is right practically. What we are doing without this amendment is massively overturning two centuries of tort law and tort decisions. What this amendment says is, 'Let's move a little slowly. Let's apply this in the Federal courts but not in the State courts.' So we can learn, and maybe we will want to, after we have had a little experience, apply it to the State courts. I think it is a sound amendment. I am pleased to support and cosponsor the amendment of my colleague from Tennessee.”
