I would have objection to the language offered by Senator Byrd. Senator Byrd and I differ on this, and Senator Byrd is obviously trying to put some language in here where we will end up fighting over how we balance the budget rather than first establishing the principle. I think it is important that we first establish the principle. So if my colleague from Nebraska were to accept the Byrd amendment, with all due respect to the Cicero of the Senate, I would have to object, I would have to oppose the Exon amendment.
