I believe that before we discuss yet more offshore oil and gas development, we need to talk about existing oil and gas infrastructure that is no longer being used.

California in particular has very ambitious clean energy goals, and offshore wind has enormous potential to help meet these goals.

By purchasing carbon removals and setting standards for those removals, Federal investment would send a signal to the private sector.
