I have no additional speakers. Ms. McCOLLUM. Mr. Chair, the fiscal year 2024 appropriations process was plagued by continuing resolutions and a wasted 5 months of this fiscal year. I know Chairman Cole and Chairman Calvert agree with me that we live in an increasingly dangerous world, and I look forward to working with Chairman Calvert to improve this bill. We know how this process ends. The partisan riders will come out, just like they did in 2024. We have a blueprint on how to write these bills, and I am ready to get this appropriations process back on track and not waste time as we did last year. Let's give our servicemembers and their families the bipartisan Defense bill they deserve. Mr. Chair, I urge my colleagues to oppose this bill at this time, and I yield back the balance of my time.
