while we are speaking of those children who need help the most, I would like to talk about those children without parents, those foster kids that are impacted by the bill. The substitute, as proposed, will be a tax increase on kids who depend upon the kindness of strangers. The amendment, as written, will be a tax increase on those children. It will punish children who do not have parents. I suggest to my colleagues that we reject this amendment, that we speak for those kids who need help the most, those without parents, and reject this amendment.
