It is my understanding, and the gentleman from Wisconsin can correct me if I am wrong, but I believe that the States can structure this in any way they want to restrict the schools in their States to apply only in certain ways or in any way they wish to structure. I do not see that it interferes whatsoever in State direction on whole school reform, or they can choose not to participate in it at all.
