very recently, elections were held in Albania that international observers feel were rife with irregularities--including ballot stuffing, physical intimidation of voters and other acts of fraud and coercion. This is a grave cause of concern and I would inquire whether the Chairman would be open to consideration of provisions withholding assistance to Albania unless new elections are held.
