the purpose of this subsection, as stated in the report accompanying the bill, is to provide for the improved delivery of humanitarian assistance in Azerbaijan and for the delivery of humanitarian assistance in Nagorno-Karabagh. Also as stated in the report accompanying the bill, the committee expresses no view whatsoever on the political status of Nagorno-Karabagh.
