Many of us think of our summer youth programs as the way they are in our cities, but there is clear evaluation that the summer youth program does nothing to increase job skills and provide greater access to the job market. It may keep kids out of trouble, but it does not do what the gentleman has been alluding to it is doing. In many cases, it is a make-work program that is a disgrace. In other cases, like our own area, it is a well-run program and does have benefits. But one of them is not obtaining job skills and getting greater access to a job or to the job market.
