the work of the Supreme Court is controlled by the Court itself. There are very few cases that can be appealed to the Supreme Court, except by writ of certiorari, and they control what cases they will hear. The NLRB has no control over its caseload. It has to hear what cases are filed before it. And while obviously it does the best it can to resolve those without formal hearings, it still takes formal hearings in many instances. And, again, all we do by making severe cuts in their budget is to create a huge backlog of cases, which is I think in neither in the interest of management or labor.
