Mr. Chairman, I have the highest respect for the gentleman from New Jersey. He has been and is one of the great leaders in this Congress in supporting human rights and the rule of law across the world. Yesterday, he stood up and ensured that Voice of America and Radio Free Asia got additional funds so that we can broadcast the message of freedom to the people of China hourly. We have had this debate so many times. Sometime I hope that I can convince the gentleman from New Jersey that voluntary family planning, the right to plan the number and spacing of one's children by the spouses of a family, is a basic human right for all people across this planet and that the United States of America ought to be the strongest supporter of that basic human right. Unfortunately, some have seen an opportunity to address a tangential issue in the context of voluntary family planning, and in the meantime, 75,000 women a year all across this world are dying from botched abortions.
