This measure, if it were to pass into law, would make the Superfund legislation look pale by comparison in response to the amount of litigation that would be engendered. This is not what I, a Republican, was sent here to do, Mr. Chairman. I believe all of us, as Republicans, were sent here to cut Government spending, to eliminate bureaucracy and to end the tidal wave of litigation. Mr. Chairman, everyone agrees that there have been instances of regulatory overkill, but this bill, as it has been amended, is legislative overkill. I believe that this bill will cost the Government untold amounts of money and will lead to the opening of a litigation tap that will be absolutely impossible to turn off. Every Federal regulation covered in this bill will likely be the subject of litigation for every piece of property affected by it. Mr. Chairman, there is a better answer to this, there is a much better answer. Senator Dole has the answer for us.…
