I was present and attempted to vote ``yea'' by electronic means. My card did not register and I was unable to record my vote. Had I been present, I would have voted ``yea'' on rollcall No. 434. The SPEAKER pro tempore (Ms. Stevens). The question is on the amendment offered by the gentleman from Massachusetts (Mr. McGovern).
