He has said he is picking on us. He has said he is out to get the state.

A tax that you pass has enduring consequences. When somebody leaves California, we can no longer tax them. That is a permanent problem.

I generally, as a progressive, have fought to make sure that the ultra-wealthy pay more, but this tax doesn't do that correctly, causing these people to pick up and to leave.

I’m taking responsibility for this situation, and I’m also not going to back down from fighting back for California, from being tough.
