We went through that debate earlier with revenue sharing, and pretty much I think the country decided that it was the most irresponsible thing you could possibly ever do, to raise tax moneys at one level of government and have another level of government spend it in any way they wish. It seems to me that if the Federal Government wishes to encourage whole school reform and the States want to engage in it, we are providing that opportunity. Just to pass the money through and say spend it any way you want, that is the money that they ought to be raising at the local level, in fact are raising at the local level. They can spend that money any way they want.
