The Rules Committee, under the domination of the Democratic majority, should be considered the black hole of good ideas in the House. It sucks up the best Republican amendments, which are never heard from again. The rule for the Treasury-Postal appropriations bill is another example of this unnatural phenomena. Instead of allowing Republicans to offer amendments that would strengthen needed oversight of the White House, the Rules Committee chose to stifle those amendments. Therefore, the Wolf amendment regarding political consultants who are also on the White House staff will not be allowed. Nor will the Istook amendment requiring disclosure of the White House staffs and salaries. Mr. Speaker, the time has come to find out what the White House is doing. Let's leave the black holes to space.
