I spent 25 years in the retail car business, so I have done my share of negotiating. There is a golden rule of negotiating to buy something that if you want to get the best price, you have to be willing to say, No, I won't buy it. So if the government negotiates and says, No, I won't buy it, when they say no, which they will say a lot or have to say a lot to get a good price, then that means that seniors will be denied various drugs, and that is what has happened in the VA. If they take the other course and decide they are not going to say no, then they are not negotiating; they are price setting. And when they set prices, they will either be too low and people won't get what they need, or they will be too high and we will be wasting money. Mr. Speaker, this is a solution that won't work to a problem that does not exist.
