they should tell the American people which one they are going to do, because they either are increasing taxes or not balancing the budget. They mathematically cannot do both. Mr. Chairman, the budget, the way it is written, is, absolutely is, and assumes every penny of the largest tax increase in American history, and that is something the people of this country cannot afford.
