I am here, Mr. Chairman, not to talk about theories or not to talk about speculation, but to talk about what this particular program has done, in fact, in Orange County, California. My congressional district is entirely encompassed within the County of Orange in California. There are five other Members of this body whose congressional districts are either entirely within Orange County, California, or partially within Orange County, California, and two jurisdictions within that county, both the Orange County sheriff's department and the police at the city of Costa Mesa, California, have been engaged in this program. I would like to read from a press release that was issued from the Office of Sheriff-Coroner Mike Carona. This press release was issued just last month relative to the effectiveness of the program that is the subject of the lady from Virginia's amendment. It says, ``Since the inception of Orange County Sheriff Michael Carona's cross-designation program in January 2007, deputies have increased the number of immigration holds by more than 400 percent, from approximately 350 to over 1,600.
