What this amendment proposes to do is to leave the budget for the Office of Secretary and Executive Management equal to what it was in the prior fiscal year. That is not a cut. If you have $10 and I give you $10, I take away $10, give you back $10, that is not a cut. That is the same amount of money you had before. What this does do is it prevents the 11 percent increase that is in this bill. So let's make it very clear in vernacular that if I make $10 an hour and I want to make $11, if somebody gives me a raise to $10.50, it is still a raise; it is not a cut. And that's what is going on here. We are not proposing to cut this office.
