I appreciate the chairman being flexible here in terms of yielding. I think he made a very important point at the beginning that needs to be repeated. That is, we already had a vote on this amendment. There is an authorizing committee that is alive and going forward, but it does not interfere with the appropriations process. This bill needs to move forward quickly. We do not need to be threatened with a veto. It is unnecessary at this time.
