The expression of concern by the gentleman is very important, and I know a concern is felt on both sides of the aisle. If there is a classic illustration of important public policy decisions having little to do with partisan politics, this is one of them. While we have provided funding for additional scientific research, as I have suggested, monitoring and collection of data is very important as well, and the gentleman should know that there is an additional $25 million to help those States, especially the rural States, to participate in that work as well. I think common sense dictates that all Americans want clean air, but common sense also dictates that Americans want reasonable and commonsense approaches to the way that we deal with these matters, and I hope that further study will enable us to reach an agreement and compromise in how we go about doing that.
