I could not help but pay close attention to the comments of the gentleman from California, for he was expressing concern about report language in the bill, and we have discussed this before. He knows the relative impact of report language. But what he may not know is that for the riders he is really concerned about, we had serious discussions and negotiations and work with the Senator from West Virginia (Mr. Byrd) who was the key player involved in all of this and want to make sure we understand that he is a Democrat, that we recall that.
