Indeed, what we are doing here or were doing here was to accept the President's recommendation of rescinding this program as we try to reexamine all of the handicapped services throughout the housing programs. But in the meantime, because of the seriousness of the difficulty and because we do not know exactly where we should be going in the final numbers on this program and because I do have some questions about the way the gentlewoman would pay for it by way of cutting NASA, with reservation, I nonetheless am willing to consider the gentlewoman's argument and I will accept the amendment.
