I very much appreciate on the one hand the gentleman suggesting that the amendment is going to be withdrawn; but on the other hand, I think it is very valuable that the gentleman brought this matter up in this fashion, for it is important that the House be aware of these problems and it is important that the committee be responsive to these concerns. There is little doubt in my mind's eye that having this international cooperative effort go forward positively is extremely valuable to everybody involved. Indeed, the foreign policy implications are obvious to anybody who would look. But in turn, as these difficulties have arisen relative to Russia's commitment, it is vital that the committee be responsive and make sure that we have mechanisms for judging the progress in the months ahead. So I am very appreciative of the work that the committee has done.
