The fact is that FEMA moneys, advance payments of FEMA moneys are making up for funding of floods and disasters that have taken place in the past. We have got to continue that funding forward. If we do not continue that funding forward, there could be a gap in FEMA's services. The last thing we need to do as a result of this bill is to allow any gap to occur in those fundings for those disasters that are so important to the American people.
