I am very proud of the work of this subcommittee, not only as reflected in the conference report before us, but throughout the 104th Congress. When we total up that effort, including the rescission bill of 1995, the appropriations product of last session and the bill before us tonight, this subcommittee has reduced spending a grand total of some $18 billion. That is almost $20 billion in reduced levels of spending that significantly impact the rate of growth of Government. That, Mr. Speaker, gives us reason to be proud, for we have proven that the pathway to a balanced budget does not, I repeat, does not, mean the undermining of important people programs along the road.
